Download .exe

It seems on my Windows 7 system everything complains about an exe download.
Google, Windows and Norton.
Is there away to certify and exe as safe?

Windows 7 and later (Windows 8 is worse in this field) complains about not signed downloaded executables. Even a downloaded signed executable requires user confirmation, but the confirmation dialog change from an "Information" to a "Warning", depending if the executable is signed or not. Since I do not use Norton or Google PC programs, I can't talk about this program's behaviour. You can read more about Code signing in Wikipedia.
