NeoToon not apply to NeoBook?
I downloaded version 2.0.6a and found several problems.

If you add multiple frames, then they are added in the opposite order.
For example filenames 1.png, 2.png, 3.png.
After the addition of: 1 frame = 3.png, 2 frame = 2.png, 3 frame = 1.png

When a file is created .car fifth frame appears black background.

You're right. Try dragging the images from Windows Explorer onto NeoToon instead.
When a file is created .car fifth frame appears black background.
The car format only supports 24-bits so some of the transparency information in your 32-bit images is being lost. I'm not getting a black frame here, but the transparency is being lost.

I use mostly gifs for my animations. But the older version1 of NeoToon is maybe easier to use...

*.car file only for NeoBook?
Or there are other programs that can play this format?

I think NeoBook and NeoPaint are the only programs that support the CAR format. It was created for an earlier version of NeoBook.
