It sounds like you're using some software to create the test (in HTML) then compiling it with NeoBook - is that correct?

Cookies are really intended to be used with a website rather than a stand-alone application. It may be that compiling the HTML source somehow affects how the browser (Internet Explorer) handles cookies. Internet Explorer handles all of the display and processing of HTML content within NeoBook.

If the content produced by HTML Quiz doesn't like being compiled, then you may have to leave the content external and load it into the browser object so that it won't be compiled. For example:
